The Global Issues Group of Ashby Village plans to meet monthly on the last Wednesday of the month at 3:00-4:45 p.m. in the Ashby Village Office.

At each meeting, a current global issue will be discussed – for example, a specific environmental issue (e.g., the fate of the Paris climate agreement), a specific issue about terrorism (e.g., current military actions against the Islamic State), a specific issue about nuclear proliferation (e.g., North Korea’s nuclear weapons program), a specific issue about human rights (e.g., whether there is a global human right to health or healthcare), and so forth (e.g., poverty, development, global trade, etc.). Evidently, there are many current global issues that we could discuss. Global issues chosen for future meetings will be guided by the interests of participants.

At the first meeting on Wednesday, September 27, at 3:00-4:45 p.m. – with the aim of illustrating the format of meetings of the Global Issues Group – we will discuss a specific issue about nuclear weapons policy that is stated aptly by the title of a March 2017 publication of the Union of Concerned Scientists: “Limiting the President’s Ability to Start a Nuclear War.” The first paragraph of this publication reads as follows:

“Senator Ed Markey (D-MA) and Representative Ted Lieu (D-CA) have introduced the "Restricting First Use of Nuclear Weapons Act of 2017," which would prohibit the president from launching a first nuclear strike without a declaration of war by Congress. This is an eminently sensible step that would prevent the president, who is the sole individual with the authority to launch nuclear weapons, from unilaterally beginning a nuclear war.”

But would such a step be sensible? Would it be constitutional? Come to the meeting, and express your views about this controversial, and frightening, issue.
